CST 10 Service Territory Chair – Mark Holtzman

Prior to becoming Council Service Territory (CST) 10 Chair, Mark served as the Twin Rivers Council President, Executive Vice President, Vice President for Membership, Audit Committee Chair and continues to serve on the Council Executive Board.  Mark has held positions in Area 3 of the Northeast Region, including Executive Vice President and VP Leadership and Performance.  Within CST 10, Mark has been the Leadership and Governance Lead.

Mark is a Silver Antelope, Silver Beaver and NESA Outstanding Eagle Scout recipient. As a youth, Mark was active as a Cub Scout, Boy Scout, and member of the Order of the Arrow. He is also the proud father of an Eagle Scout.

Mark recently retired from a 35-year career in public accounting with KPMG LLP, where he was an Audit Partner for more than 24 years. Mark resides in Clifton Park, NY, with his wife Tricia, and they have two grown children, Emily and Tom.  Within his community, Mark is a parishioner at St. Edward the Confessor Church, and has actively served his community through roles as a board member, treasurer and past president of Equinox, Inc., and a board member, treasurer and past president of the Downtown Albany Business Improvement District. Mark is currently the Chair of the University at Albany Accounting Advisory Board and serves on the University at Albany’s School of Business Advisory Board. He is also a trustee and officer of the Fort Orange Club in Albany, NY.

CST 10 Service Territory Commissioner – Dot Young

Dot has been an active member of Suffolk County Council, BSA for the past thirty-five years.  Dot has served on the Council Commissioners Cabinet for many years, including as the Council Commissioner for five years; Training Chair; Activities Chair; Vice President of Program and currently serves as the Vice President for Co-Ed Programs for teenage youth.  She has also been Course Director for several Council Wood Badge Courses.

At the National and Territory level, Dot has served on staff for National and World Jamborees, and past NER Area 2 Assistant Commissioner.

Dot has received her Wood Badge Beads; the Distinguished Commissioner Award; the Council Venturing Leadership Award; the Powder Horn Award; the Scouters Key; the District Award of Merit and the Silver Beaver Award.


CST 10 Service Territory Director – Stephen Hoitt

Stephen Hoitt Stephen has worked for the Boy Scouts of America for 33 years.  Starting in 1991, he served eight years on staff in various roles for the Green Mountain Council.  In 1999, Stephen moved on to the Pioneer Valley Council in Springfield, MA as Assistant Scout Executive followed by the Connecticut Yankee Council as their Director of Field Service.

Stephen has been Scout Executive for Baden-Powell Council, and most recently for Seneca Waterways Council.

Stephen and his wife Michelle both graduated from Plymouth State College in Plymouth, NH with degrees in Education, and have two daughters and two sons, three of them Eagle Scouts.
